Chinese illegal gambling kingpin arrested in Manila

Officers from the Philippines Bureau of Immigration in Manila reported arresting an important fugitive from the Chinese law enforcement authorities Wednesday.

They picked up Zhang Fuhui (26) in Manila’s Chinatown district, after being informed that he was wanted by the Chinese authorities on charges of operating illegal pyramid investment and gambling enterprises that have allegedly adversely impacted 40,000 people.

GMA News quoted BI officer-in-charge Siegfred Mison as saying that his agents also arrested two other Chinese – Huang Zhen Xue and Liu Ying – after they failed to present proper travel documents.

Mison said Zhang’s arrest stemmed from a summary deportation order issued against him by the BI Board of Commissioners last January for being an undesirable alien.

He said the Chinese embassy requested Zhang’s arrest and deportation, adding an arrest warrant was issued against him by police in Huai An City, Jiangsu Province in China.

BI acting intelligence chief Atty. Jose Carlitos Licas told GTMA that Zhang will be deported to China once the BI secures the required legal clearances.

Citing information from Chinese authorities, Licas said Zhang helped set up pyramiding firm Bao Ma in April 2012. The firm amassed huge profits through its website, inflicting losses 1.482 billion yuan or $242 million on its victims.

A few months later the fugitives are alleged to have launched an illegal online gambling website which pulled in 4,000 Chinese players who bet a total of more than 61 million yuan. The suspects reportedly gathered in some 6.3 million renminbis in profits from the criminal enterprise.
