On the threshold of the world’s biggest football championship in Russia, the Paraguayan sports betting company Daruma Sam S.A. has been given what amounts to an effective monopoly in the local market by Conajzar, the Paraguay gambling regulator.
The exclusive licence covers both land and online operations of the company, which has agreed to a 21 percent tax rate on GGR.
The award followed a controversial and challenged tender process that reportedly had political overtones which led to the resignation of the former regulatory chief executive (see previous reports).
Daruma Sam’s dominate position has been further enhanced by the expiry this week of the provisional licenses awarded to nine other land betting companies; they are faced with the stark choices of closing shop or coming to some sort of arrangement with Daruma Sam.
