After years of denial, false starts and confused policy statements , it appears that the Dutch government is at last moving toward a regulated and licensed online gambling regime.
The country has a draft bill under review and due for presentation to parliament later this year, albeit with ridiculously high tax proposals of around 30 percent on GGR, unless interested parties can convince the government of that such a taxation rate is unlikely to generate a vibrant industry.
This week the state-owned and monopolistic land gambling company Holland Casino gave another indication that things were on the move with the issue of a Request for Proposals, which seeks online gambling expertise to initially set up a free-to-play online gambling site (casino, bingo and poker) before year-end.
The objective of the initiative is apparently to have an online gambling infrastructure set up and ready to go in real-money mode once the politicians have their ducks in a row and the appropriate national legislation is approved and implemented.
The deadline for submissions on the RFP is astonishingly short at February 25 2013, and the government plans to announce the winner of the business by mid-year.
