The Khmer Times in Cambodia reports that local telecommunications firm Cootel has partnered with the Dream Win company to launch a new online lottery enterprise titled Khmerlottery and registered with the Ministry of Economy and Finance.
The new company has received $5 million in initial funding, an executive told local reporters, and the Ministry of the Interior confirmed that it has given the project its blessing.
Khieu Sopheak, a ministry spokesman said:
“The gambling and lotteries that the government approves are under the control of the law. They also benefit the national budget. For lotteries, every country has its own national lottery or legally registered lotteries and Cambodia having a legal lottery is not a problem for society.”
A spokesman for the partnership said that the online channel had been chosen for the business because smartphones were increasingly used in Cambodia; he opined that the introduction of a properly licensed and regulated gambling enterprise, along with strict enforcement of the national laws by government agencies, would help stem the tide of illegal gambling which has created problems in the past.
