Poland’s Ministry of Finance has released a draft proposal for the amendment to the country’s law on gambling saying it goes a long way towards addressing so-called “grey areas” and provides the highest level of protection for players against problem gambling.
The wide-ranging proposal introduces regulations concerning blocking of websites and payments to online entities offering illegal gambling with a view to blocking the effect of unlicensed operators and increasing market share of legitimate businesses.
The Ministry said the addictive nature of slot machines necessitates their operation under a state monopoly, operated by a designated company. They will only be operated in designated places, under permanent supervision, and will not be available to people under the age of 18.
It will be mandatory for gambling operators offering slot machines and online gambling to introduce strict controls in terms of responsible gaming.
In addition, unspecified penalties against illegal gambling operators will deliver stricter, more severe consequences, the Ministry warned.
Online and terrestrial poker will be opened to the market along with simplified organisational processes. The existing requirement for passing a professional examination for the organisation and operation of gambling games will be replaced with training obligations, leading to a reduction in red tape, the presser said.
“The proposal represents a compromise between the highest possible level of player protection and the guarantee of a transparent and well functioning market for legal gambling”.
Despite a proposed tax regime being absent, the Ministry expects the regulations to come into force on January 1, 2017.
